How to do Oracle export with query option

What is the syntax for Oracle exp with query option?

For example, Have a table A (id number, name varchar2(30) ) in schema Scott. How to export with query?

exp userid=system/pwd tables=scott.A file=A.dmp log=A.log query=' where name=''SMITH'''

But it complains the syntax is wrong. WHat is the right syntax in windows env?
