query problem with ampersand

I have this condition in a query
AND  ipa.W_CODE IN ('SURG','BAKE','A&B')
however oracle thinks that A&B is a variable and prompts for a value.

I have tried the following with out any luck and using wildcards has no effect.
AND  ipa.W_CODE IN ('SURG','BAKE',decode(ipa.w_code, 'A' || chr38 ||'B','A-B',ipa.w_code))
