time from 24 hr format to Oracles 12 hr format

hello

we have a field which stores time as 24 - hours and minutes - 'hhmi'

Can I convert it an oracle date ?

Need it to limit my queries to events in the last 30 mins so thought can convert it to a date and then use date compare.
