Oracle can not listen to Listener

I have a connection problem in which i can not connect with a client. We have installed the Oracle8i on windows NT2000 server. every thing is working fine on the server where we have installed the server. but when i try to configure the client using professional nt 2000 i got problems. when i TNSPING to the server it give the error no listener. the same command is working fine on the server. what can be the problem and how can it be configured.
